How to open a gaming café in India: costs, setup and licences
By Aamir Khan ·

Opening a gaming café in India: setup choices, costs to budget for, and the licences you'll likely need in Mumbai and Maharashtra.
Thinking of opening your own gaming café? It's a real business with real costs, rules and long hours, but done right it can become the favourite hangout in your area. This guide covers the main costs, the setup decisions and the licences you'll likely need in India, with a focus on Mumbai and Maharashtra, where the rules are best documented.
Important: This is a starting guide, not legal or tax advice. Licence rules differ by state and city and change over time. Before you sign a lease or spend money, check with your local police licensing office, municipal corporation and a CA or lawyer. Everything below was checked on 31 October 2026.
Step 1: Decide what kind of café you're opening
Your concept decides your costs. Look at what's working around Mumbai:
- PC-focused esports café. Rows of gaming PCs with high-refresh monitors, for Valorant and CS2 players. Monarch Gaming Lounge in Malad West, for example, runs 10 PCs with RTX 5060 Ti cards and 300Hz monitors.
- PS5 lounge. Fewer machines, more comfort: big TVs, sofas, private rooms. Nexus Gaming Cafe in Ulwe has PS5s on 55-inch 4K TVs and a private 5-station squad room.
- Mixed venue. PCs, PS5s, racing sims and VR. Invade Gaming Cafe in Sanpada offers all four.
Also decide your hours. Some cafés, like Nexus, NexArc and Monarch, are open 24/7. That brings in late-night players but adds staffing costs.
Step 2: Understand your costs
Prices for PCs, rent and interiors vary a lot by city, area and supplier, so get at least three quotes for each. Here's what to budget for.
One-time setup costs
- Gaming PCs. Your biggest cost. Decide on a single spec for all seats if you can, so they're easier to maintain. Get quotes for the full PC including monitor, keyboard, mouse and headset.
- Consoles. Sony India's official store lists the PS5 Standard Edition at ₹69,990 and the Digital Edition at ₹64,990. Both were out of stock when we checked. Add controllers, TVs and games.
- Racing sims and VR (optional). These earn more per hour (Invade charges ₹150 for sim racing and ₹200/hour for PSVR) but cost more upfront and need more supervision.
- Interiors. Desks, gaming chairs, lighting, soundproofing, signage and seating for the PS5 area.
- Electrical work. Dozens of PCs plus air-conditioning need proper wiring, enough load capacity and power backup. This is not the place to cut corners.
- Networking. A fast, stable internet line (ideally two from different providers), plus a good router and switches.
- Deposit and advance rent. For a commercial space.
- Licence and registration fees.
Monthly running costs
- Rent and maintenance
- Electricity (a large bill with many PCs and AC running all day)
- Internet
- Staff salaries
- Game licences and subscriptions
- Café management software (many cafés use booking and billing software)
- Repairs and replacement controllers, headsets and mice
- Marketing
What you can charge
To plan revenue, look at local rates. From cafés we checked in Mumbai and Navi Mumbai, PC hours usually go for ₹40 to ₹150 and PS5 hours for ₹60 to ₹200, depending on hardware and area.
A simple illustration: If one PC earns ₹80 an hour and is used for 6 hours a day, it brings in ₹480 a day, or about ₹14,400 in a 30-day month. Multiply by your number of seats, then subtract all your monthly costs to see if the numbers work. Be honest about how many hours a seat is really used. Weekday afternoons are often slow, which is why many cafés run happy hours.
Step 3: Get your licences and registrations
These are the ones you'll most likely deal with, especially in Maharashtra.
Shop and establishment registration
In Maharashtra, businesses come under the Maharashtra Shops and Establishments (Regulation of Employment and Conditions of Service) Act, 2017. If you employ fewer than 10 workers, you file an online intimation (Form F) through the Maharashtra Labour Department's portal. If you have 10 or more, you need full registration. The government's user manual says you'll need documents like Aadhaar and a photo of the shop with its name board in Marathi.
GST registration
Under the CGST Act, service businesses generally have to register for GST once their aggregate turnover crosses ₹20 lakh in a financial year (₹10 lakh in some special-category states). Many owners register earlier anyway, for example to work with corporate clients. Talk to a CA.
Police licence or NOC (this is the tricky one)
Rules for gaming venues come under state police and entertainment laws, and the position isn't always clear:
- Cyber cafés need a licence in Mumbai. Mumbai Police's FAQ says a cyber café needs a premises licence under the Rules for Licensing and Controlling Places of Public Amusement (other than cinemas), 1960. Its listed documents include an establishment registration certificate, rent receipt (if rented), a current fire extinguisher bill, an NOC from the building owner or society if people live there, staff details and your internet provider's bill.
- Video game parlours are less clear. In 2024, the Maharashtra police told the Bombay High Court that an NOC isn't necessary to run a video game parlour, citing a 2016 notification. But the court observed that the notification doesn't apply to video game parlours in all circumstances, and police can still act against any parlour involved in gambling. The parlour owners in that case also said they held a licence under the Maharashtra Entertainment Duty Act, 1923.
Our advice: Visit your local police licensing office before you sign a lease. Tell them exactly what you'll offer (internet PCs, consoles, VR) and ask in writing which licences apply.
Cyber café rules on ID and logs
If customers can use the internet on your PCs, India's Information Technology (Guidelines for Cyber Cafe) Rules, 2011 apply. You'll have to verify each user's ID, keep a copy for at least a year, and keep a log register of every user with details like name, contact number, ID, terminal and login and logout times, also for at least a year. Most café billing software can help with this.
Other approvals to ask about
Depending on your building and city, you may also need fire safety approval, a society or landlord NOC, and approvals from the municipal corporation. If you serve food, look into food safety registration. Ask your local authorities and a consultant what applies to your space.
Step 4: Set up for players
- Let players use their own accounts. Players like keeping their ranks. NexArc and Monarch both let customers sign in with their own accounts.
- Publish prices up front. Monarch publishes its prices, minimum session (30 minutes) and billing steps on its site. Clear pricing builds trust.
- Offer packs and happy hours. Krypt sells 3-hour passes. Nexus runs happy hours. Vertigo gives 15% off 5+ hour packages.
- Run tournaments. Weekly or monthly tournaments, like Vertigo and Plug N Play run, keep regulars coming back.
- Host birthdays and group events. Several Mumbai cafés, including Simply Gaming and Next Level, offer party packages. It's a good weekday and daytime earner.
Step 5: Get found
New players will search online for "gaming café near me" before they visit. Make sure your café's address, landmark, hours, prices, setup and games are accurate everywhere.
You can list your café on Gamehood for free. Players in Mumbai, Navi Mumbai and Thane use it to compare cafés, prices and setups.
FAQ
How much does it cost to open a gaming café in India? It depends on your number of seats, the hardware you choose, rent and interiors. Get quotes for PCs, consoles, interiors and electrical work for your exact space. PS5 consoles alone are ₹64,990 to ₹69,990 each at Sony India's official store.
Do I need a licence to open a gaming café in Mumbai? Almost certainly some, at minimum shop and establishment registration. If you offer internet access, Mumbai Police says a cyber café premises licence is needed. Check the rest with your local police licensing office.
Do I need GST registration? Generally once your service turnover crosses ₹20 lakh a year. A CA can advise on registering earlier.
Is a gaming café profitable? It can be, but it depends heavily on how many hours your seats are actually used. Run the numbers for your area before you invest.
